DALAM upaya mengantisipasi dampak krisis global, para cendekiawan syariah se-Asia Tenggara membahas ‘Operasi dan Mekanisme Pertukaran Mata Uang dan Swap Dalam Keuangan Islam’. Dalam workshop atau muzakarah Cendekiawan Syariah Nusantara ke-3 (The 3rd Regional Syariah Scholar Workshop) itu, menghasilkan dua resolusi.

Resolusi pertama, mendirikan badan Majma Keuangan Islam Nusantara. Badan ini untuk mengembangkan industri keuangan Islam global dan Nusantara, berperan menangani berbagai permasalahan Syariah keuangan Islam. Resolusi kedua, tentang Konsep dan Mekanisme Swap dalam Institusi Keuangan Islam. Swap didefinisikan sebagai suatu mekanisme lindung nilai, di mana dua pihak bersetuju untuk melakukan pertukaran, baik pertukaran kadar mata uang maupun kadar keuntungan berbeda.

JAKARTA -- Transaksi swap diperbolehkan untuk diterapkan di Indonesia dengan batasan-batasan tertentu. Hal tersebut disepakati dalam Muzakarah Cendekiawan Syariah Nusantara ke-3 di Hotel Mercure, Selasa (26/5).

 

Muzakarah dihadiri sekitar 150 anggota dewan pengawas syariah dari Indonesia, Malaysia, Brunei, Thailand dan Filipina. Salah satu peserta dalam forum 'Isu Mengenai Konsep dan Mekanisme Swap dalam Institusi Keuangan Islam', Hasanuddin mengatakan untuk memberlakukan transaksi swap di Indonesia diperlukan dua proses, yaitu melalui fatwa DSN dan Peraturan Bank Indonesia (PBI). "Ada usulan dari Malaysia untuk swap lalu kita respon. Bank Islam di luar negeri pun sudah ada yang menerapkan transaksi swap," kata Hasanuddin saat ditemui usai forum.

 

 

 

asyraf01Bagi Ketua Jabatan Penyelidikan, Institut Antarabangsa Penyelidikan Syariah Mengenai Kewangan Islam (ISRA), Dr. Asyraf Wajdi Dusuki, beliau melihat antara faktor yang mempengaruhi krisis kewangan ketika ini ialah masalah disiplin dalam pasaran. Masalah itu menyebabkan tiadanya kawalan secara berhemah terhadap peredaran dan aliran kredit. Dalam keadaan itu, timbul suasana panik di kalangan institusi kewangan untuk memaksimumkan keuntungan sehingga mengabaikan prinsip fundamental dalam pengurusan kredit.

altKUALA LUMPUR: Bank Negara Malaysia governor Tan Sri Dr Zeti Akhtar Aziz has affirmed that while the financial market in Malaysia has been affected by the global financial crisis, the overall financial system remains sound and liquidity is ample.

She said the banking institutions were operating with strong capital and liquidity buffers, and have continued to provide financing to the economy, noting that while the domestic stock market had been affected by the global financial meltdown, it had stabilised and improved.

“We have not been insulated from this global development. The spillover effect has been felt across the board by most developed nations,” she said.

KUALA LUMPUR, Nov 11 (Bernama) -- Bank Negara Malaysia (BNM) has embarked on an initiate to promote a more consistent application of Islamic financial contracts and greater standardisation of Islamic financial practices known as "Syariah Parameters" project.

"It is expected to be issued in the first quarter of 2009," Governor Tan Sri Dr Zeti Akhtar Aziz she said at the launch of the International Syariah Research Academy here Tuesday.

The initiative aims to determine the essential features of Islamic financial products derived from underlying syariah contracts such as Murabahah, Istisna', Mudarabah, Musharakah, Ijarah and Wadi'ah.

KUALA LUMPUR, Nov 11 (Bernama) -- Government policies are aimed at sustaining consumption demand and providing positive environment for investment activities to take place, said Bank Negara governor, Tan Sri Dr Zeti Akhtar Aziz.

She said for a few years now Malaysia's economy has been domestic-driven.

"(Hence), while the external sectors are affected by the global economic slowdown, we need to ensure that growth does occur in the domestic economy and we have every opportunity to see that happen," she told reporters after launching the International Syariah Research Academy here Tuesday.

KUALA LUMPUR, Nov 11 (Bernama) -- Prime Minister Datuk Seri Abdullah Ahmad Badawi Tuesday called on the Islamic financial community to prove to the global market that the Islamic financial system is truly a robust and viable alternative to the conventional system.

He said the current financial crisis provided the opportunity to demonstrate the uniqueness of the Islamic finance, thus the opportunity should be used wisely.

"Nevertheless, the Islamic finance community should not be complacent or unduly proud. We must continue to critically evaluate ourselves.

"For instance, have we truly established an alternative system or are we still very much mimicking the established conventional system?" he said when launching the International Shari'ah Research Academy For Islamic Finance.

altIslamic finance is far from hitting a home run with global investors eventhough the conventional financial system is undergoing some tough times. Some may forward the argument that Shariah-based business and finance is one alternative to conventional banking that is steeped in interst-based transactions.

Not so fast. There is much work to be done before Shariah-based banking and finance activities gain a wider acceptance, especially in the Western world, and before it can take root even within countries with a large afinity population. Two recent articles in two international business magazines show how oiling the wheels of Islamic finance is still a "work in progress". One is full of praises, while the other links Islamic finance to fuelling international terrorism.

bnmKUALA LUMPUR 11 Nov. - Bank Negara Malaysia (BNM) akan menerbitkan Parameter Syariah pada suku pertama tahun depan untuk piawaian amalan kewangan Islam yang lebih baik.

Gabenor BNM, Tan Sri Dr. Zeti Akhtar Aziz berkata, inisiatif projek itu telah dimulakan dan setelah disebar luas akan menjadi piawaian rujukan semua pihak dalam mengadakan kontrak kewangan Islam.


Beliau berkata, inisiatif itu bertujuan untuk mengenalpasti ciri-ciri yang perlu ada pada produk kewangan Islam yang merujuk kepada kontrak syariah seperti Murabahah, Istisna', Mudarabah, Musharakah, Ijarah dan Wadi'ah.

Katanya, ciri-ciri itu juga akan menjadi petunjuk kepada aplikasi kontrak syariah bagi produk kewangan Islam yang boleh digunapakai ketika mahu memajukan produk baru atau meningkatkan lagi produk sedia ada.

This is good news for the academy which was officially launched on Nov 11, in a ceremony attended by some 400 industry practitioneers and academicians from the field of Islamic finance. "For me, the timing of this event could not have been any better, as the world is now engulfed with the consequential effects of the recent financial debacle," said Mohamad Akram in his welcoming speech at the event. He added that this has prompted many parties from the financial stage to look more closely at the potential of Islamic finance as the conduit and leverage for a more stable, robust and vibrant financial system, which should lead to the primary goal of ensuring prosperity for all.

(MNRB Retakaful) yakin mampu meningkatkan sumbangan daripada aktiviti perniagaan luar negaranya kepada 20 peratus bagi tahun kewangan berakhir 2009 berbanding unjuran 10 peratus pada tahun ini. Presiden dan Ketua Pegawai Eksekutifnya, Ismail Mahbon berkata, ini berdasarkan kepada kecenderungan syarikat untuk mengembangkan penguasaannya ke pasaran Asia Barat seperti Arab Saudi, Kuwait dan Emiriyah Arab Bersatu serta ke Pakistan.

Menurutnya, program pengembangan pasaran itu dijangka direalisasikan menjelang akhir tahun ini.

THE International Shariah Research Academy for Islamic Finance (ISRA), a newly established body by Malaysia's central bank, will not become a standard-setting body, says its head Dr Mohamad Akram Laldin.

 

The research outfit funded and backed by an endowment from Bank Negara Malaysia (BNM) will conduct research concerning issues in the fast-growing field of Islamic finance and support existing local and international standard-setting bodies.

WHEN one talks about Shariah views in Islamic finance, you cannot run away from a discussion on how the views in Malaysia differ from those in the Middle East. However, some industry practitioners are eager to point out that there are plenty of meeting points between the views of Shariah scholars from the two emerging centres of Islamic finance, a field that is seeing the growth of new banks at a time when its conventional counterparts are reeling from a burgeoning global economic crisis.

In the past, the task of explaining the similarities and resolving disputes have been left to individual Shariah scholars. Now, the task of bridging this gap will be taken up by the five-month old International Shariah Research Academy for Islamic Finance (ISRA), a research outfit established by Bank Negara Malaysia (BNM) in March.

Direktur Eksekutif ISRA, Mohamad Akram Laldin mengatakan Indonesia terpilih menjadi host karena industri keuangan syariah yang tumbuh pesat. "Melihat industri keuangan syariah cukup pesat dan pandangan para ulama dan cendekiawan Indonesia maka Muzakarah ke-3 diputuskan digelar di Indonesia," kata Akram di Gedung Majelis Ulama Indonesia, Senin (18/5).
